Against All Odds
| We are facing a crisis in the provision of
services to the mentally ill. Most visible is the proliferation of
services to the mentally ill among the masses of homeless Americans - an
occurrence so clear that not even the most determined of ostriches can
deny it. The homeless problem puts in bold relief our priorities as a
nation in the care of our most defenseless citizens.
